Horaparaikete Ahu Whenua Trust administers Maori land at the base of the Papamoa hills in Tauranga. In 2009, this Trust built five family homes and a large "whanau whare" similar to a whanau marae. PSL brokered lending finance and funding from government and philanthropic agencies to enable this project to occur. PSL also facilitated whanau hui and meetings with council. PSL obtained resource consent and Licences to occupy from local council and Maori land court so that all whanau could build in 2009.
Mangatawa Papakainga 2010
Mangatawa Papamoa Blocks is a Maori land incorporation situated in Papamoa Tauranga. Strategic planning in 2004 identified housing for their Kaumatua as a priority followed by housing for young low income families. In 2010, PSL assisted Mangatawa in the development of a business case to secure $2.2 million in finance and funding to build ten two bedroom Kaumatua units. In 2011, PSL project co-ordinated from concept to implementation working across all sectors and in March 2012 the Kaumatua homes were formally opened. Trade training and contract employment opportunities were also built into the project and in 2012 the project won the Waikato Bay or Plenty NZ Institute of Architects Regional award for the design of the Kaumatua homes.
PSL has recently secured further funding for Mangatawa to build another two Kaumatua homes for 2013 and is currently working on the business case for stage two to build twenty homes for young low income families over 3 years.
Working with Mangatawa is a wonderful opportunity to give back to our whanau and so positive to see whanau in lovely new homes.
Tauwhao Te Ngare Trust Papakainga 2011
Tauwhao Te Ngare Trust is an Ahu Whenua Trust that administers Maori
land on Rangiwaea Island in the Tauranga Harbour. PSL assisted Tauwhao Te Ngare with its business case to the Social Housing Unit in 2011 successfully receiving a grant of approximately $1.2 million to build four Kaumatua homes and one three bedroom home. As ongoing support and at no cost to Tauwhao Te Ngare Trust, PSL was instrumental in establishing the Project Control Group which meets monthly to assist the land owners with project control and implementation. The project commenced in January 2013 and was recently formally opened in September.
This project is a testament to the commitment of Tauwaho Te Ngare Trust to their whenua and whanau - nga mihi miharo!
PSL developed the business case for 2012 funding for this Whanau Trust that owns a small block of Maori land in Welcome Bay Tauranga. The Social Housing Unit has confirmed funding approval to enable us to build three family homes, a five bedroom; a three bedroom and a two bedroom in February 2013. At no cost to Pukekohatu, PSL will provide project co-ordination assistance throughout the implementation of this project as a member of the Project Control Group.
This project was completed on time and on budget. Code of compliance was issued in November and each whanau moved in before December. By all accounts they are thrilled with their new homes. To complete the project to the high standard we aspire to we have been sucessful in the 2014 round to implement infrastructure and seal the internal road and establish fire fighting tanks - essential in our view for this rural site.
Mangatawa Papakainga 2012 - 2013
An opportunity arose to broker further funding for Mangatawa Papamoa Blocks to build a further two Kaumatua homes as funds remained in excess in a particular government fund. The process involved a very tight four week time frame to prepare the business case and then further negotiation to meet funder criteria. This project is due to commence in February 2013. PSL will provide project co-ordination assistance throughout the implementation of this project.
This project was completed in November 2013 and the homes blessed and now occupied. They look great and our Kaumatua in them are happy chappies!
Regional Infrastructure Fund
WBOP Maori Housing Forum
Our 252 housing proposal was shortlisted alongside some formidable competition for this fund. We responded to the due diligence phase and recently presented the project and were questioned for 2 hours by a panel of 24 people from many disciplines. We presented to Regional Councillors on 2 June and it was clear that Councillors had not prepared well for the exchange, asking questions that we addressed in the due diligence phase or just asking basic questions covered in the proposal.
Long story short, the proposal did not receive fundingwe will now look to the other funding avenues to support our sub regional Land Trusts.
Mangatawa Papakainga 2013 - 2015
Mangatawa has been successful in securing SHU funding for the final stage of their papakainga to build 12 rental homes and 8 homes through Kainga Whenua. This project will commence in late 2014. pleased to say we've been engaged to deliver Papakainga Workshops to nga the whanau of Ngati Whatua Ki kaipara. The workshops are modelled on the WBOP Papakainga Toolkit that we have been running locally in Tauranga for 3 years now. Awesome to see the strategic vision and leadership in the Kaipara on this kaupapa.
