Papakainga housing and housing on Maori land
PSL can assist you with the planning and implementation of your housing project on an individual basis or collectively as Papakainga. We have assisted in the successful delivery of numerous Papakainga projects for Whanau; Maori Land Trusts and Incorporations.
We are very familiar with the challenges associated with developing Maori land for housing. We have successfully navigated what can be a minefield of issues that are legal; cultural; political; and financial.
We can co-ordinate all aspects of the project including facilitating whanau hui to develop Papakainga plans and obtain shareholder consensus; Maori Land Court applications for Licence to Occupy or Occupations orders; Resource Management and consenting issues; building contracts; valuations; project design; house design; financial modelling and developing the business case; exploring funding and finance options and project implementation.

Advisory services, educational and trade training opportunities
Since 2011, we have been instrumental in developing and delivering Papakainga workshops in the Western BOP alongside Council and other government aggencies. The Workshops assist Maori Land Trusts to develop Papakainga structure plans; deal with legal, planning and whanau political issues.
Importantly, workshops are supported and attended by agencies such as Local and Regional councils; Maori Land Court; Te Puni Kokiri; Housing New Zealand; KiwiBank and Social Housing Unit. Contact us for more information.
PSL is also experienced in facilitating training and employment opportunities within your project to benefit your social and economic aspirations including trade training in collaboration with technical institutes.
Kainga Whenua is a lending product to provide finance to build residential homes on Maori Land and is available through Kiwi Bank. Housing New Zealand as guarantor must approve the loan and a tripartite deed must be executed as well as usual bank lending documents. The house (not the Land) is used as security for the loan.
We are very familiar with this product and provided advice to the Department of Building and Housing Reference Group on Kainga Whenua criteria and policies in 2012. New criteria and policies have been established as a result to enable Trusts to apply and to increase lending caps. We have an established relationship with our local Kiwi Bank mobile Manager and can assist you with your application through to approval.
